Refinery Capital Projects Manager - Cape TownMy client that produces gasoline, diesel, jet fuel, liquefied petroleum gas, fuel oil, paving asphalt and other products is interests in employing Junior Maintenance Engineer for their Cape Town Branch.Responsibilities for this position may include but are not limited to:

  • Manage assigned refinery projects, according to company specific project management processes
  • Ensure projects are resourced to meet required disciplines for the project
  • Appoint and manage engineering contractors to execute defined work phases
  • Set up project plans to meet defined key milestones to meet defined business objectives including commercial and turnaround requirements
  • Set up specific project costing requirements including appropriation requests and reporting requirements
  • Ensure project follows required table of commitment authority governance expectations and complies with company financial and audit requirements
  • Manage and be accountable for all health environment and safety project requirements such as environmental, social and health impact assessment, process hazard analysis and management of change processes
  • Accountable for technical expectations of project and ensure company engineering specifications are followed and where required follow waiver and concession processes for technical standards
  • Recommend and implement best practices where applicable from industry bodies such as American Society of Mechanical Engineers and American Petroleum Institute and
  • Manage procurement and expediting activities on projects according to company procedures and governance expectations and specifically ensuring competitive practices followed and products supplied meet all company technical, legal and quality requirements
  • Manage agreed company and project specific KPI’s and report of deviations
  • Manage and be accountable for safety of all employees and contractors assigned to the projects and set appropriate safety programs in place for all project phases and construction activities
  • Be accountable for all construction activities carried out on projects by setting up required organization and appointing contractors appropriate for the work scopes

Key Internal Stakeholders:

  • Within Technical Services Department supports TSD Manager and Capital Projects Lead and interacts with approximately 8 Capital Project Managers, other team leads and discipline engineers and frequent interaction is required with Project Controls Team. Outside TSD, frequent interaction is required with Operations and Maintenance Team leads who use Capital Projects services.

Required Qualifications:

  • Bachelor of Engineering or BSC Engineering or B Tech in Mechanical, Electrical or Chemical Engineering
  • 8 years’ Experience in oil and gas Sector with demonstrated relevant project engineering and project management experience
  • Other qualifications in project management or PMP certification will be advantageous
  • Knowledge of project scheduling and specific experience with Prima Vera P6; SAP project modules; KMS MOC software; ASMEVIII and ASME31.3 Codes and relevant API equipment specifications
